This version is the one that was approved by the EM-TC 8/18/09 with the
corrections that were posted by PGannon and agreed to during the meeting. 
It is understood that there may be additional gramatical or formatting
changes that OASIS may require but that will be done at the EI-MS.  The
EM-TC agreed to provide this document to the EI-MS for further publication.
