My experience is that you cannot stop developers doing goofy stuff in the transport layer with your XML - kinda case of all uses are "good" uses anyway!
Just have to learn to live with it and be pragmatic - advise people that it may not be appropriate for all live use cases. RSS server delivery does of course have other cool features - like being able to check when and if someone has actually picked up the package you sent them and provide password access control. So things that are in DE itself may be delivered by proxy by an RSS server even if the ATOM packaging does not appear to provide that directly.

A little follow-up from our guys...
Several of our EDXL standards are tailored for the DE and ATOM does not
offer all of the needed elements to support this. So ATOM used in place of
DE may be contra indicated by the IETF Standard (IETF proposed standard in
RFC 4287). It can be used as an extension; but with deprecated functionally
and could not be robust as using the DE. Most of the tools for ATOM seem to
be tailored for XML to RSS delivery. Could see a scenario where ATOM is a
ContentObject in the DE to facilitate RSS and the use of those tools
though....

the DE versus the Atom format/protocol. Their comments were that Atom
offers a lot of what the DE does and that there are more tools and
experience for Atom. I started coming around to their comments and wondered
