CAP 1.3/2.0 JIRA Issues Posted

Elysa and EM-TC members,

I have completed the entry of CAP 1.3/2.0 issues (and comments) to JIRA at https://tools.oasis-open.org/issues/issues/?jql=project%20%3D%20EMERGENCY%20AND%20component%20%3D%20%22CAP%20%22.

Members should individually post comments to issues for further discussion at EM-TC meetings, and the EM-TC should update the JIRA pages as issues are resolved (noting any new CAP specification language approved by the TC).

I will be glad to assemble all approved changes into a new CAP 1.3/2.0 specification once these (and perhaps any later-added) JIRA issues have been resolved and closed.
