You have a point, Mike, although "Monitor" wasn't selected on the basis of any social science study either, so I don't think we'd want to stand too confidently on precedent.
I'd agree there's a risk that "Observe" might be misinterpreted as a call to some risky action, such as going outside to "observe" a tornado or a hazmat release.
