SitRep Schema Update

As some of you may know, we have been making changes to the SitRep schema to match the naming convention approved by the RIM SC and to fix some issues found in the WD19 version.  The latest SitRep schema WD20 can be found in the RIM SC
 documents drafts folder in the file: edxl-sitrep-v1.0-wd20.zip.  Feedback is welcome.
