"Sections 1, 2, 2.2 and 3 contain ""hanging"" paragraphs. 

That is if I refer to section 2, do I mean: 

""Below are some of the guiding principles behind the development of EDXL-HAVE:"" and the following list or do I mean to include all of 2.1 and 2.2? 

The reference section 2 becomes ambiguous.
