There are fifty-eight uses of MAY and fifty-two uses of "may," over 20 of the lowercase "may" occur in section 4 the Data Dictionary. I did not have time to examine "may" in detail for section 4 but suggest that you do, particularly when it addresses the allowance of elements, etc., where it should be MAY.
