Cancel January 6 meeting; review Working Draft 03 this week

We've decided to cancel the January 6, 2010 meeting.  Next TC meeting
is January 13.

Please use the time you'd spend in the meeting reviewing the
forthcoming Working Draft 03 (the mockup of WD03 showing the outline
was discussed at an earlier meeting). As I understand it, Toby is
planning to upload that version Wednesday and WD04 over the weekend for
review at the January 13 meeting.

WD04 will have the writeups we've been doing integrated into the
document.
