Comments on wd09 and other input

Attached is an edited and commented version of wd09. I made
some changes and also made some suggestions for some things but didn’t go
ahead and tackle the changes. More editorial, no major changes. 

 

OpenADR section 6.5.3 seems to summarize the information
that Energy Interop would carry. But OpenADR specifies a lot of the
configuration elements for DR, the kind of program set-up interfaces that Jim
Tillett has been asking for. Has there been talk of standardizing that?
