venID and vtnID are in the payloads. Is this a suggestion to add them (mandatory) to all payloads for the EiVEvent service operations? Pushing them into EiEvent would mean a different instance for each VEN, which does not seem desirable.

A partyID and a venID and a vtnID are all of the same form (basically an mRID); the role is reflected in the attribute name in the UML.
