EventBase (and the derived signal types) have a choice of using xcal:vcalendar or eitc:vcalendar, which respectively get filled with xcal:intervals or eitc:intervals

 Alligned Payloads w/ most recent UML, including adding Avail service family
 Added ResponseType from WD24
 Typed many elemental IDs, moved defintions for many from Payloads to Type Defintions

 wip3:
 Changed names of Signals as per EK
