EiEnroll Service Definition - key work item post PR02

We've had the EiEnroll in a holding pattern for some time, pending
IRC comment on the proposal (the work on this is from the IRC
requirements document). I'd appreciate setting up a session just on
this topic; we could also discuss at or after the Montreal PAP09
session.
This is a post-PR02 issue at this point; it's on the work item list
for PR03, which we'll start on next week.
