Groups - Energy Interoperation Schema diff wd25 to wd26.rtf uploaded

This is differences in the Schemas from WD25 to WD26. See note in
 this email and a separate email that will be sent soon.

 This accomplishes what we'd asked the TC Admin to do; this is much simpler to process.
