**** WIP 1***
 1) SignalPrice (emix:PriceBase communication) replaced with SignalPrice  (emix:price),  SignalPriceMultiplier (emix:priceMultiplier) and  SignalPriceRelative (emix:priceRelative)

 2) Eliminated Unspecifed Rule Behavior, as identical to Unspecifed Rule  Behavior in EMIX

 3) Replaced several components of EiMarketRuleSetType with a single  reference to emix:standardTermsSet

 			A collection of Requirements (Constraints) and how they are processed  within this market

 4) Added Smoothing related types.

 			Response Smoothing defines a Term that obligates the recipient to ensure  that the response not be in a single step. Response Smoothing is applied to  the tolerance interval[s] indicated by the Start Before, Start After, End  Before, and End After tolerances.

 			Smoothing in EventSignal to indicate a requirement that the response not  be in a single step. Smoothing is applied to the interval[s] indicated by  the Start Before, Start After, End Before, and End after tolerances.

 EiMarketRuleSet changed from abstract to concrete.

 Removed eiEventSchedules from eiMarketContext as per  http://tools.oasis-open.org/issues/browse/ENERGYINTEROP-502

 No deliberate changes to the EiClasses or to EiEnrollment

 EiPayloads changed as suggested by Ed Koch

 Scratch sub-directory with some potential Streams implementation work,  including sketches of a couple potential Interval defintions.

 JIRA 518) Fixed the cardinality mismatch between the EICreateEvent and  EICreatedEvent payloads by changing the EICreatedPayload to contain a  sequence of event acknowledgements by using a new wrapper called  eiAcceptEventType as shown below:

 JIRA 519) Added a uid which shuould correspond to the uid of the event that  was in the EICreateEvent payload.

 JIRA 525) Added uid to the EiCanceledEventPayloadType

 JIRA 526) Make eitc:eventDescriptor:operatingDay optional.

 JIRA 527) Added priority to EventDescriptorType

 JIRA 528) Move EiMarketContextType:createdDateTime to  EventDescriptorType:createdDateTime

 JIRA 528) Move EiMarketContextType:uid to EventDescriptorType:uid
