Schema structure item

I resolved with no change (and now closed)
http://tools.oasis-open.org/issues/browse/ENERGYINTEROP-523  which
suggested factoring out schemas for transactive and event
interactions.
We have EiClasses.xsd, EiPayloads.xsd, and EiEnrollment.xsd (which
needs to merge into classes).
I think this is a good example for application schemas, which has
been proposed as an EMIX note - we should do a similar one for EI I
think.
Toby mentioned that he does separate schemas for things we're trying
out, but those as brought into the mainstream need to be integrated
into the appropriate schemas.
