Good narrative through 5.5, ready for comments. Enrollment is still  missing, Feedback/Reporting is as incoherent as the underlying schemas. I  have extensive ntoes on hand as to how to reform Reports/Feedback, so maybe  something soon

Long promised first pass at defining all terms in the document. Not yet  taking full advantage of streams. Many gaps, ones that need volteers to  fill in.

 Probably needs re-ordering before incorporation into WD29
