 *** WIP3 ***
 1) Created simplified, optionless EiDelivery

 1) Created abstract reportMetadataType
 2) Converted reportID into a concrete instance of reportMetadataType,  OpenADR20MetadataType.
 3) Now that reportID not otherwise used, created reportID as a member of  refID type.
 4) Removed duplicate and confusing payloadBaseType
 5) Converted SignalPayloadBase to concrete from Abstract

 *** WIP1 ***
 When I Unified all Stream Types in WIP30, I eliminated reportInterval,  signalInterval, and baselineInterval. Thise leaves only the StreamInterval  which is abstract, and therefore cannot be used. WIP1 re-introduces the  eitc:interval, concreate subtype of streamInterval, for use in all ei  streams.

 I have received a couple other reports of small issues, which will be  addressed, as soon as I get all reports. This one, though, was a  show-stopper for code generators.

 Also, included icalendar-streams-extensions which I forgot in WIP30. It has  no changes.

 Documentation Sketches is a schema used to make useful simplified sketches  for documentation. It has no normative purpose, but is included because it  may be useful to others on the TC.
