This is the completed package with suggestions made by officers about WD40 (make footer date match!) incorporated. All changes are non-substantive.

 This is the package for submission  to OASIS Membership as an OASIS Specification, should the TC so vote.

Description
COS01 with non-substantive revisions.

 Normative and non-normative references to OASIS specs edited to meet  current format.
 EMIX and WS-Calendar references updated to indicate Committee Spec (rather  the CSD)

Updated reference to latest draft of VAVAILABILITY
 Formatting of all references made consistent.
 Only change from WD40 is to make footer date match title page date.
 Changes document is against COS01 (still). By popular request, I set diifs  to ignore microformatting differences in tables, lists. Ignored changes in  TOC, TOI, TOT so that substance only was shown.
