Upcoming issues changes, how to filter

We're updating all issues from the CTS public review to OPEN.
In addition, the Environment field, which we use to show the
origin of a comment, is being changed from
<URI><Commentor> to <Commentor><URI>
because a narrow column report in the latter order shows the
important group information, the Commentor, without mouse clicks.
Finally, OASIS rules require TC members to be notified of changes
in the issues list. I filter these out, so they're not in the
mainline, by using the subject line text  [OASIS Issue Tracker]
to put received messages in a separate folder.
