Draft schemas for CTS - JSON and XSD - uploaded for July 13 meeting

These were generated from an updated Enterprise Architect UML Model; if you re interested in the UML model please contact the chairs,  This same model generates all of the UML diagrams in the CTS specification.  I understand there may be some issues with these, but they seem to be a good start.  Thanks!  bill cox
