Announce: teleconference moved from 17:00 EST to 13:00 EST

I have received confirmation from AT&T, our teleconference
has been moved from 17:00EST to 13:00EST (18:00Z). I have
updated the committee pages[1] to reflect this change. Our
next teleconference is 22 Jan 2001.
