I don't think the issue of whether XCatalogs should be able to point to TR9401
catalogues via "nextCatalog" is in the issues, but should be. I still support
the notion that XCatalog processors should be be expected to have to handle
TR9401 catalogues, but TR9401 processors are likely to want to support XCatalog.
As such, I suggest our spec not allow references to TR9401 catalogues, and that
TR9401 be extended to make explicit reference to XCatalogs (this was one of the
options floated last time, I just wanted to get it in writing).
