email vote on whether to publish the latest ER draft as a committeespecification

As recorded in the minutes  of today's ER TC meeting [1], I hereby place 
the following vote before the membership of this committee:

Shall the TC publish the draft of July 30th as a committee specification?

The draft thus referred to is to be found at [2].

Votes with the answer "yes", "no", or "abstain" (which is equivalent in 
effect to "concur") are due back by email to me by midnight Pacific time 
on Thursday August 2, 2001. I will publish the results to this mailing 
list on Friday August 3rd.
