Per the XML Core discussion today, I suggest replacing the
sentence "Disallowed characters must be escaped as follows:"
in Section 6.3 with the active voice: "Catalog processors must
escape disallowed characters as follows:".
This prevents readers from believing that it is catalog *authors*
must escape the characters.
Note: no DEL appears next to 7F in Table 1.
