This version addresses comments received requesting we avoid the use of the term "normative" in the abstract primarily (and in the reference document section titles) to prevent misunderstandings from those who are used to reading specifications (e.g. that include "MUST" "SHALL", etc. language) despite this being a committee note draft (CND) which is not a specification.
