Key Value Location alternatives

I’ve realized that there are two ways of expressing the Key Value Location in terms of the (new)

KMIP tags. I don’t have a preference and was wondering if anyone can provide an argument one way or the other.

When a client sends a Register request with an MDO key and wants to specify the location of the key value it can be done in the following two ways:

   Tag: Key Value Location (0x4200B8), Type: Structure (0x01), Data:

      Tag: Key Value Location Type (0x4200B9), Type: Enumeration (0x05), Data: 0x00000001

Or

What in your opinion is the more appropriate way to express the fact that the key location is at HSM-12345?
