test case updates

Note - I've uploaded the already mentioned minor updates to some of the KMIP 2.0 test cases.
tc-pkcs12-2-20 - correct short unique identifier counter  tc-certattr-1-20 - add required cryptographic usage mask and remove removed attributes  aklc-o-1-20 - correct the type of short unique identifier  sklc-o-1-20 - correct the type of short unique identifier  tl-m-3-20 - correct the type of short unique identifier  tc-sj-4-20 - correct unique identifier counter in step 5
