How did this ballot fail?  Here are the results from the OASIS ballot:

Quick Summary of Voting Results: 
 - Yes received 19 Votes
 - No received 15 Votes
 - Abstain received 4 Votes

 38 of 42 eligible voters cast their vote before the deadline.

The number of 'yes' votes exceeded the number of 'no' votes.
