Proposed clarification

Mr. Stan Feather added the following comment to the KMIP Port Applications.doc document in the OASIS Key Management Interoperability Protocol (KMIP) TC Group.

In KMIP Server Port, item 8, propose changing "All communications over this channel will be authenticated and encrypted using TLS" to "Communications over this channel for all opcodes except one (Query)  must be authenticated and encrypted using TLS"
