interop testing

1) new items - pre-finalisation of the specification proposals / updates
2) private testing - vendor to vendor (typically a month or so)
3) public testing - testing known to be occurring - summary results published
4) formal compliance testing - independent third party, branding, etc

It is desirable to have a known release level at a known location for all the
testing other than item 1).

Currently the interop group has been performing 1) through 3). There have been
some challenges with the vendor products mostly due to the compressed time
schedule heading into the RSA conference and vendor extensions given the
different vendor approaches and the uneven support amongst the server
implementations.
