        Updated proposal which adds additional name enumerations originally in the PGP proposal.

Open Questions/Sections

1.  Should the Name Value encoding be changed from Text String to Byte String?

2.  Is there any Usage Guide text required for this change?

3.  Are there modifiations to the Application Specific Information attribute which should be added to the proposal?
