[kmip] Symantec contribution to rechartered KMIP TC

To whom it may concern, 

In accordance with the OASIS Open TC Process section 2.17 Intellectual Property Rights Procedures (https://www.oasis-open.org/policies-guidelines/tc-process#iprProcedures ), and section 2.12 TC Rechartering (https://www.oasis-open.org/policies-guidelines/tc-process#rechartering ), Symantec hereby formally contributes all documents and emails made by Symantec members to date in the OASIS KMIP Technical Committee document and email repository under the original KMIP Technical Committee charter to the rechartered KMIP Technical Committee effective immediately.
