P6R has started to implement the KMIP 2.0 draft

Hi Everyone,

   We have started to implement the KMIP 2.0 draft.   In doing so we hope to find more issues, like the ones below.   

We currently have the new attribute encoding working (in TTLV, XML, JSON) and the attribute references working.   We are testing with our own parser but would be happy to test with other vendors when they are ready.

Oh and "Log Message" also appears to be missing a tag value.

Operation Enumeration is also missing the value for the new 'Log' operation

that both appear in KMIP 1.4 spec
