        A proposal for Additional Result Reasons, to make error conditions easier to interpret.

As this just adds to the Result Reasons enumeration, it is a minor change.  But as it is a change it should go into the V2.0 framework.  

There are other more substantial enhancements that can be made such as Mark's result location.  However as they are enhancements they are probably best considered as part of V Next.

I would like to have the TC review this in the near future, and the provide spec. changes shortly thereafter.
