Section 9.2 update for Full Async

This Enumeration indicates whether the client is able to accept an
asynchronous response. It SHALL have the Enumeration value "Full" if the
client is expecting only asynchronous responses, The Full-Poll value should
be used if asynchronous responses are mixed with previously requested batch
items, Optimize value should be used for any functionality that can be
processed by the server without additional communications (i.e. Locate with
ephemeris result), and the value None otherwise. If not present in a
request, then None is assumed. If a client indicates that it is not able to
handle asynchronous responses, the server SHALL process the request
synchronously.
