So are we changing the value of the Result Reason "General Failure" from what it was in KMIP 1.x to a new value for KMIP 2.0?
Why make that change?   Why not keep the old value consistent?

KMIP 1X   General Failure was   00100

for 

KMIP 2.0  General Failure   0x48

This seems like an unnecessary change that is going to potentially mess up interopability for no real reason
