New CourtsSC Usecase draft posted

Hey Folks,

With many apologies for being offline for so long (too much work
suddenly piled on), I have finally had a chance to rework the usecase
doc. Take a look, and let me know what you think. I would like to
schedule a conference call next week. Does the 24th work for folks? What
times (in UTC) are folks available or not available?
