AkomaNtoso api library

Hello all -- 

I have released a Akoma Ntoso API library with a Apache license :

Its a java library (but can also be used within Scala or Jython programs) and allows creating Akoma Ntoso v 3 and v 2 documents using an API, and also manipulating Akoma Ntoso XML documents using the API. 

Please feel free to use it ...
