One more item to be fixed in LegalRuleML Core

Hi Guido, Monica & editors of the LegalRuleML Core Spec, 

One other item is noted by my XML syntax checker.  Please review to see if there is some problem.

In the "no-normative" ZIP file, the file examples/compactified/ex5-section29new-compact.lrml has an XML syntax error.

"XML Parsing error at line 15: xmlns: URI &base;# is not absolute"

If this is okay in "lrml", then you can probably ignore this.
