[legalxml-comment] XJustiz - an XML-leap in Germany

The German courts are preparing for an XML-leap. Data-structures, captured in 
XML-Schemas, for e-courtfiling and exchange of legal data between courts 
are to be proposed by the federal committee "Bund-Laender Kommission". 
An RFC draft, extensive and thorough, is available for discussion.
