Your 
points are well taken. This requirements document was drafted prior to the 
setting of the documentation framework. The document will need a revision prior 
to its adoption. However, this working draft is a reasonable setting forward of 
the requirements and can with the permission of the committee be used for moving 
forward with some additional conceptual framework discussions around a White 
Paper I am drafting and a spreadsheet of candidate elements to be overseen 
by the Court Policy Framework being drafted by Khaleel 
Thotti . These items will be out in Draft Form by EOD Wednesday, 
September 25, 2002 for discussion at the face to face.

I have a few overall comments on the Court Filing Policy 
  Requirements Document that has been posted for review: 

  
- There are a lot of "?" and "TBD" items included in the 
  Requirements.  Should these be discussed and finalized by the Court 
  Filing Policy subcommittee prior to posting the document for review by the 
  TC?

  
- The Requirements document does not include compliance 
  levels.  This is required by our recently adopted "Process for TC 
  Specification and Other Deliverables" (section II. The Requirements 
  Document).

  
My overall observation is that this document does not meet the 
  recently adopted criteria for a Requirement Document that is ready for review 
  by the TC.  While we do not yet (I believe) have a TC template to use for 
  these documents, the other criteria listed in section II of the "Process for 
  TC Specifications and Other Deliverables" should, I believe, be met before the 
  TC reviews the document.

  
However, if the intent of posting this was to provide a forum 
  for the Court Filing Policy subcommittee to work on these details, then I 
  withdraw my comments above.

I could not find it on the list or on the WEBSITE. Attached is 
  the Court Policy Requirements Document. Given this event I propose an 
  extension of the comment period to end of day Wednesday, September 25th. I 
  will moderate the discussion through that time and prepare a final document 
  for action at the meeting if consensus is in place or a draft to bring it to 
  closure.

  
I would ask that comments and discussions take place on the 
  Court Filing Policy Court Filing Policy List.
