I tend to agree that within the context of the work of the TC as it has developed, the issue of redaction is a matter of court policy and not lawyer desktop control, as Diane suggested.
Court Policy XML is a design concept that allows a court in theory to post the equivalent of its Local Rules in XML format and allow the filers and infomediaries through real-time interaction with machine processes to conform to the Local Court Rules.
Within this paradigm, John Greacen is therefore correct that the redaction requirements should be established by courts as a matter of Court Policy XML.
Whether lawyers will find this model acceptable or they will require other processes that will allow them to retain desktop control remains to be seen.
