I think Shane's approach and Rolly's comments may well be appropriate in the context of unsigned responses, but I think unsigned responses should be discouraged if not outlawed where XML is concerned.
If digital signatures are involved, as I believe they should be as a matter of course, then incorporations by reference or imports may cause complications that throw the signatures off and result in verification issues.
That is the reverse side of the coin.
