Hi Jim - Oasis provides a set of guidelines for "spec tools" at http://www.oasis-open.org/spectools .
The "tools" include templates for xml documents based on the DocBook dtd and stylesheets for transforming an Oasis xml spec into html or pdf.
We used these in preparing the Court Document 1.1 spec.
