Seems like a lot of this thread is dealing with implementation and not
process. I think Allen's description of the process is reasonable within the
context of security and DOS. The *process* should be described in terms of
steps or tasks, not bounded by the technology - existing or proposed. As
several others have pointed out, there are several technology alternatives.
