This is working draft 2 of version 3.01 of the ECF specification
documentation. It reflects the decisions regarding terminology from the
Apr. 11 conference call.  Thanks to Don Bergeron and his additional
language on court policy and its relationship to the SOA-RM (lines
391-399).
