McClure Clause Model Submission

Attached please find my submission for implementation of the Clause Model
Requirements for legal documents. This submission is based on, and strictly
conforms to, the W3C Resource Description Framework (RDF). The RDF is one of the
pillars of the W3C's architecture for the web.
