Successful ballot for Committee Specification status

approve eContracts Version 1.0 as a Committee Specification has passed. 
Congratulations to all involved.

Leff to get the updated document with the proper state (Committee Specification) 
and date (27 April 2007) uploaded to the docs.oasis-open.org
