Groups - MNDR Section VI and VII (adding IEPD manifest content) (wd-ijtc-mndr-sec6-sec7-v7.doc) uploaded

Per offline discussion with John Ruegg, I'm submitting this to the
subcommittee KAVI area rather than the TC area.  We suggest that the MNDR
work go back to the subcommittee (at least the work on sec 6 and 7) until
such time as we have another mature draft for TC review.  Of course all TC
members are invited to join (or observe) the subcommittee to participate
(or observe).
