CLML, Akoma Ntoso XML, and legal citations [was: Legal XML TCs?]

As it turns out, CLML for (UK) legislative information has a lot in common with Akoma Ntoso XML, which has been used to structure the U.S Code [1] Both Akoma Ntoso XML and CLML address the issue of uniform approach to the structure of legal/legislative citation, which may become relevant in a new (proposed) OASIS Technical Committee, "OASIS Legal Citation (Legalcite) TC", as reported yesterday [2]. As described by John Sheridan [3], Jeni Tennison, and others, CLML makes use of the "Functional Requirements for Bibliographic Records (FRBR)" specification, and European Legislation Identifier (ELI) and Case Law Identifier (ECLI) designs; It also features an innovative addressing scheme for fetching legislative information in various "formats" by appending elements for XML, RDF, and Atom to the base URI. Example: add "data.xml" or "data.rdf" or "data.feed" to the base URI reference, per B-D "Communications Act 2003" (example base "A": /ukpga/2003/21/section/1 ) A) http://www.legislation.gov.uk/ukpga/2003/21/section/1 B) http://www.legislation.gov.uk/ukpga/2003/21/section/1/data.xml C) http://www.legislation.gov.uk/ukpga/2003/21/section/1/data.feed D) http://www.legislation.gov.uk/ukpga/2003/21/section/1/data.rdf Some details about the Crown Legislative Markup Language are referenced in the backgrounder document I prepared to support discussion about a possible new OASIS Legalcite TC: "A Standardized Data/Markup Model to Support Neutral Citation of Court Cases, Legislation, and Regulations" http://xml.coverpages.org/neutral-legal-citation-data-and-markup-models.html#Tennison-2010 http://xml.coverpages.org/neutral-legal-citation-data-and-markup-models.html#Sheridan-2010 http://xml.coverpages.org/neutral-legal-citation-data-and-markup-models.html#Tennison-2011 http://xml.coverpages.org/neutral-legal-citation-data-and-markup-models.html#McGibbney-2012 http://xml.coverpages.org/neutral-legal-citation-data-and-markup-models.html#CLML-2013 Cheers, - Robin Cover ** References: [1] The U.S. Code in Akoma Ntoso (Grant Vergottini) http://legixinfo.wordpress.com/2013/09/03/the-u-s-code-in-akoma-ntoso/ [2] Welcome to the OASIS Legal Citations Markup (legalcite) email list https://lists.oasis-open.org/archives/legalcite-markup-discuss/201309/msg00001.html https://lists.oasis-open.org/archives/legalcite-markup-discuss/201309/msg00000.html [3] John Sheridan (UK National Archives) http://www.gov2expo.com/gov2expo2010/public/schedule/speaker/75846 http://digital.cabinetoffice.gov.uk/2012/03/30/putting-apis-first-legislation-gov-uk/ [4] From: Scott McGrath <> Date: Wed, Sep 11, 2013 at 3:17 PM Subject: [legalxml-ms] Re: Legal XML TCs? If it is interesting, thank Patrick Durusau for the lead . All the best, Scott...
